A social credit system is developed by the government, and establishes a record system, where individuals are tracked and evaluated for 'good' and 'bad' behaviour, ultimately being awarded an overall score. On the basis of their score, individuals can be both punished and rewarded. For the purpose of this debate, a social credit system would apply ONLY to those who have committed nonviolent infractions, as opposed to incarceration.
